Eligibility Criteria for the Hardship Scheme

To qualify for the HSF Exceptional Hardship scheme, applicants must meet specific requirements:

  • Reside within Portsmouth City Council's designated area, including postcodes PO1 to PO7, with specific codes such as PO7 5AT, PO7 5AU, PO7 5AX, PO7 5AY, PO7 5AZ, PO7 5BA, PO7 5BS, PO7 5BT, or PO7 5BU.
  • Be over 18 years of age and receiving means-tested benefits.
  • Demonstrate exceptional hardship, defined as an inability to cover essential costs due to an unmanageable drop in income or increase in household expenses.
  • Have household earnings below the income threshold corresponding to their household composition.
  • Not have received an HSF Exceptional Hardship award within the past six calendar months.

Payment Details and Discretionary Nature

The amount awarded under this scheme is determined on a case-by-case basis, taking into account factors such as household size, individual circumstances, and the reasons for financial need. Portsmouth City Council emphasizes that awards are discretionary, and there is no guarantee of success for any application. The council states, "Award amounts will be based on the size of the household, the circumstances of the household and reasons for the need, as well as the available funds remaining."

Non-Means-Tested Benefits Excluded

It is important to note that this scheme does not apply to non-means-tested benefits, which are benefits not dependent on income or capital. The following benefits are excluded from the HSF Exceptional Hardship payments:

  2. Bereavement Support Payment
  3. Carer's Allowance
  4. Disability Living Allowance
  5. New style Employment and Support Allowance
  6. Personal Independence Payment
  7. State Pension
