The Department for Work and Pensions (DWP) is conducting a significant review of the Personal Independence Payment (PIP) system, a move that could directly affect an estimated 815,000 people who use the Motability Scheme. The review, led by Sir Stephen Timms under the Labour government, is examining the entire PIP assessment process, including the gateway it provides to vital additional support.

Minister Grilled Over Wider Benefit Entitlements

In a recent Commons session, Sir Stephen Timms faced questioning from fellow MPs about the broader implications of the PIP assessment. The focus was on the range of essential benefits and supports for which PIP acts as a gateway. These include not only the Motability Scheme, which provides adapted vehicles, but also disability premiums, Council Tax discounts, and Blue Badges for parking.

Addressing MPs, Sir Stephen confirmed the government's approach: "We have made it clear that we will co-produce our review of the PIP assessment with disabled people and representatives of disability organisations." He emphasised that the examination would specifically cover the assessment for the mobility component, which leads directly to eligibility for the Motability scheme.

Co-Production at the Heart of the Timms Review

The DWP has provided a recent update on the progress of the so-called Timms Review, highlighting its commitment to an inclusive process. A steering group is being established to lead the co-production effort, with an open Expression of Interest (EOI) process that closed at the end of November 2025.

The department reported receiving more than 340 applications for places on the steering group. Materials were made available in multiple accessible formats from the start, including Large print, Easy Read, audio, British Sign Language (BSL), and Welsh versions.

"We set out our intention that the majority of steering group members would be disabled people or representatives of Disabled People’s Organisations (DPOs)," the DWP stated. "This is central to our commitment that disabled people will be at the heart of the Review throughout its duration."

What Happens Next for PIP Claimants?

The DWP is currently shortlisting 12 candidates from the pool of applicants, drawing on the strongest applications across skills, lived experience, and representation. Final membership of the steering group will be confirmed shortly, with all applicants being informed of the outcome. The next official update will introduce the appointed members.

With 815,000 current Motability Scheme customers across the UK, according to the latest figures from Motability Operations, the outcome of this review holds substantial consequences.
