In a co-chair update published on 14 January 2026, Sir Stephen Timms MP confirmed the ongoing review he leads will focus on reflecting the reality of people's conditions and their goals and ambitions. He stressed the critical importance of the process for disabled individuals, their carers, families, and supporting organisations.

The review is being co-produced with disabled people, Disabled People's Organisations (DPOs), and experts by experience, marking a fundamental shift in how such policy is developed. Sir Stephen is joined by co-chairs Sharon Brennan and Dr Clenton Farquharson CBE, who bring extensive lived experience of disability, health, social care, and employment systems.
