The Department for Work and Pensions has officially announced a series of modifications to the Motability Scheme, set to take effect from July 1, 2026. These adjustments, introduced under the current Labour Party government, will impact users who rely on DWP benefits for vehicle access.

Tax Changes to Increase Lease Costs

In an update released on Thursday, March 26, 2026, the Motability Foundation clarified that VAT and Insurance Premium Tax will now apply to all leases within the Motability Scheme. This shift stems from tax reforms outlined in the UK Government's Autumn Budget of the previous year.

As a direct consequence, leasing a vehicle through the scheme is expected to become more expensive, with significant implications for the overall cost of delivering the program. However, the foundation has assured that existing leaseholders will not experience immediate changes to their current arrangements.

Commitment to Affordability and Sustainability

The Motability Foundation emphasized that Motability Operations has thoroughly evaluated strategies to safeguard the core scheme package while maintaining affordability and long-term sustainability. "We recognise that increased vehicle costs could significantly affect disabled people's ability to access the Scheme," the statement noted.

To mitigate these challenges, the foundation reaffirmed its dedication to providing grants to scheme customers, upholding a commitment to allocate up to £650 million across all activities by 2030. Nevertheless, the organization is actively reassessing how its grant programs can most effectively support disabled individuals within the available funding framework.

Considerations for Exceptional Circumstances

Acknowledging that some customers may require additional mileage for various reasons, the foundation is exploring potential measures to alleviate the impact of these changes in limited exceptional cases. Priority has been placed on protecting elements deemed most critical to disabled users, minimizing the effects of tax adjustments, and ensuring continued value.

In collaboration with Motability Operations, the foundation remains steadfast in its mission to sustain the Motability Scheme for the foreseeable future, with an ongoing emphasis on customer service, affordability, and choice.
