A neighbourhood independent dining spot in Moseley is celebrating after Birmingham City Council approved its request to extend operating hours. Lisa and Pann, a family-run Malaysian restaurant located on Billesley Lane, can now serve guests until 9pm, a change that owners say is vital for the business's survival.
Background of the Application
The restaurant, which opened in 2023, had previously feared it would struggle to stay afloat without the extended hours. Owners Lee Sa Tan and Fui Peng Chong, known locally as Lisa and Pann, had issued a plea to the council for permission to open just one hour later. The approval has been met with relief and gratitude.
Community and Council Support
Moseley Councillor Izzy Knowles expressed support for the decision, stating, "I was pleased to hear this application to extend opening hours has been approved by Birmingham City Council planning officers. It made total sense to enable the business to thrive, and there was no evidence that it will negatively impact local residents." She added, "I wish Lisa and Pann the very best for the future; they are an asset to Moseley."
The restaurant's announcement on social media garnered positive reactions. Bill Lees commented, "Excellent news! Very happy they've seen sense at last!" Jewelry Quarter brewery Rock n Roll Brewhouse added, "Congratulations! So pleased for you! And so pleased you're doing well." Gary Thompson wrote, "That's great, so pleased for you both; all that hard work has paid off."
Previous Controversy
The unit has a history of divided opinions. A previous restaurant application to extend hours to 11pm in the same location was denied, with one complainant claiming it would disrupt their ability to hear owls in the neighborhood. The unit previously housed Melt, a melted cheese restaurant, which operated from March 2021 until its closure two years later.
Owners' Statement
Announcing the new hours, Lisa and Pann said: "We're incredibly excited and grateful to share that our application has officially been approved by Birmingham City Council — which means Lisa and Pann will now be open until 9pm. This is a huge milestone for us, and it truly wouldn't have been possible without the amazing support from our friends, family, loyal customers, neighbors, and everyone involved in supporting our application from the very beginning. Your encouragement, kindness, and belief in what we do means everything to us. We can't wait to welcome you for longer evenings, more delicious food, and even more special memories together."
Lisa and Pann is located at 126 Billesley Lane, Moseley, B13 9RD.
