Issa Brothers' Property Firm and Marks and Spencer Unveil Plans for New Food Hall in Colne
Monte Blackburn Ltd, the property arm of the Issa brothers, has joined forces with Marks and Spencer to reveal ambitious plans for a new Food Hall in Colne, Lancashire. The proposed development, which is now subject to a public consultation, aims to bring a modern retail offering to the town, creating significant local employment opportunities.
Details of the Proposed Development
The planned store will cover an area of 2,300 square metres, with 1,672 square metres dedicated to trading space. It is set to be constructed adjacent to the EG on the Move services at the terminus of the M65 motorway in Colne. This strategic location is designed to offer convenient access for customers via Whitewalls Drive.
In addition to the retail space, the development will include 170 car parking spaces, featuring electric vehicle charging points, accessible bays, and secure cycle parking. The design will incorporate high-quality landscaping and sustainable features, such as energy-efficient heating and cooling systems, solar PV panels, and biodiversity enhancements.
Public Consultation and Planning Process
Monte Blackburn Ltd initiated a public consultation on Wednesday, seeking feedback from local residents and businesses. This step precedes the submission of a full planning application to Pendle Council, which is expected in the coming months. The consultation includes online engagement and the distribution of leaflets to nearby properties.
If planning permission is granted, construction could commence in late 2026, with an anticipated opening in Autumn 2027. The project is projected to create up to 70 new jobs, providing a boost to the local economy.
Background and Broader Context
This proposal is separate from a previously approved but stalled scheme for a £10.1 million food hall on Frontier Park. That development, which received planning permission from Hyndburn Council in April, is currently awaiting a High Court hearing due to a legal challenge from Tesco, supported by Blackburn with Darwen Council.
The move to establish a new Food Hall in Colne aligns with Marks and Spencer's strategy to enhance its local presence. The retailer has announced plans to close its existing all-purpose store in Blackburn town centre's King William Street when its lease expires in September 2027.
Economic and Community Impact
Marks and Spencer emphasizes its commitment to supporting British farming through relationships with over 9,500 Select Farm partners across the UK. The company also works with Lancashire-based suppliers, such as Bright Blue Foods in Shadsworth and Winterbotham Darby in Clitheroe. The new food hall is expected to strengthen these partnerships and contribute to Lancashire's economic resilience.
The site currently has planning approval for a small warehouse development, but Monte Blackburn and M&S will jointly submit a new application for the food hall scheme. If approved, this will allow for the full development of the site, transforming it into a key retail destination for the region.
