Gracechurch Centre Transformation Takes New Direction as Original Plans Are Revised

The ambitious redevelopment plans for Sutton Coldfield's Gracechurch Centre have undergone significant revision, with the director of the centre's co-owner revealing that the original vision has been dramatically changed based on two years of operational experience and market feedback.

From Tower Blocks to Retail Focus

When Solihull-based Birmingham Property Group (BPG) and London's SAV Group purchased the Gracechurch Centre from M&G Real Estate in November 2023, they unveiled ambitious plans in April 2024 that included demolishing existing units and constructing multi-storey tower blocks containing approximately 700 apartments, a hotel, new retail units, restaurants, and public squares.

However, John Southall, director at BPG, has now confirmed that these plans have been substantially scaled back. The northern section of the centre will no longer feature new residential blocks with retail underneath, primarily because Australian retail giant Harvey Norman is preparing to open a flagship store in the former BHS premises.

Harvey Norman as Catalyst for Change

The transformation of the former BHS unit represents a major investment, with the dated canopies and concrete exterior replaced by expansive glass windows and a modern brick and wooden facade. Harvey Norman, often described as the John Lewis of Australia, will establish its UK flagship store at the location, taking advantage of its existing head office presence in the area.

Southall emphasized that securing Harvey Norman was a priority for the centre's owners, stating that their commitment has generated interest from other retail brands. The store's opening is expected to serve as a catalyst for further refurbishment throughout the shopping centre.

Revised Southern Section Plans

While the original vision for the southern section has been modified, redevelopment plans remain active. Southall confirmed that new proposals will be released by the end of the year, featuring a dramatically smaller residential component than initially proposed.

The revised scheme will include a 120-room hotel operated by a third party, modern office spaces designed to accommodate remote workers seeking alternatives to home offices, and ground-floor retail units. The hotel proposal has received particularly positive feedback from stakeholders.

Innovative Leisure Additions

In a move to diversify the centre's offerings beyond traditional retail, planning permission has been granted for a padel court complex on the multi-storey car park roof, complete with a restaurant overlooking the courts. This facility aims to tap into the growing popularity of racket sports while supporting the health and wellness agenda.

Southall explained that the padel courts are intended to attract visitors who may then stay to shop, eat, and drink in the town centre, creating what he described as a holistic benefit to Sutton Coldfield's broader regeneration efforts.

Middle Section Refurbishment Timeline

Following completion of the Harvey Norman transformation, contractors will move to refurbish the middle section of the Gracechurch Centre within six to eight weeks. This area, spanning from H Samuel to Caffe Nero including the covered interior section, will undergo dramatic changes before the end of the year.

The vacant River Island unit is already the subject of discussions with potential operators, while House of Fraser has expressed satisfaction with their current space. The area outside Harvey Norman will be repurposed as event space to enhance community engagement.

Addressing National Retail Challenges

Southall acknowledged that the Gracechurch Centre has faced challenges common to retail centres nationwide, including recent departures of River Island, JD Sports, and Claire's Accessories. However, he highlighted successful independent businesses within the centre, including Military Chef chocolate shop, The Victorian Tea Room, and Silver Tree Bakery.

The director identified business rates as the primary challenge facing brick-and-mortar retailers, particularly independent operators who must contend with significant fixed costs before generating revenue. He noted that recent increases have affected high streets across the country.

Enhanced Night-Time Economy and Family Offerings

Looking ahead, Southall expressed enthusiasm for developing Sutton Coldfield's night-time economy, which currently lacks substantial evening activity in the Parade area adjacent to the Gracechurch Centre. Plans include expanding food choices and creating more family-oriented leisure opportunities.

Discussions are underway with leisure operators to complement existing attractions like Mini Me 9 children's play centre, with the goal of retaining young families who might otherwise visit alternative destinations.

Infrastructure Improvements

The multi-storey car park will receive significant investment to modernize its entry and payment systems, replacing what Southall described as antiquated technology. The new integrated system will enable special offers and promotional parking arrangements that benefit both retailers and visitors.

Beyond the Gracechurch Centre itself, Southall referenced broader town improvements including the new Aldi supermarket under construction in Brassington Avenue, the upcoming Rudy's restaurant on Birmingham Road, the £20 million Pride in Place funding, and the long-anticipated Gateway Scheme aimed at reducing traffic congestion around the town centre.

Community Engagement and Future Prospects

Southall reported positive engagement with local stakeholders including the town council, MP Andrew Mitchell, and the general public, who have offered feedback and ideas throughout the planning process. The director emphasized that community input has directly influenced the revised redevelopment approach.

Regarding the nearby Red Rose Centre, which currently operates with just four tenants, Southall confirmed that BPG has approached Birmingham City Council about potentially acquiring the property, recognizing that the success of the Gracechurch Centre is interconnected with the broader health of Sutton Coldfield's town centre.
