The majority of these violations involved badges being used without the rightful owner present. This denies essential parking access to those genuinely disabled. Most cases involve people borrowing badges from friends or relatives to park illegally on double yellows or in disabled bays.

There were 11 cases where the blue badge clock had been altered to allow longer parking. Most shockingly, eight cases involved badges belonging to dead people being used fraudulently.
