Pensioner Handed Criminal Behaviour Order After Four-Year Campaign of Abuse

Kevin Lowe, a 73-year-old pensioner from Woodford Halse, has been issued a two-year Criminal Behaviour Order (CBO) by Northampton Magistrates’ Court following a sustained period of intimidation against his neighbours. The order, obtained on June 29, 2026, prohibits Lowe from contacting or communicating with the affected neighbours.

Neighbours Left in Fear

Northamptonshire Police reported that Lowe's behaviour spanned four years, during which he was persistently verbally abusive and intimidating. His actions left neighbours feeling too scared to leave their own homes or participate in community events. The force's anti-social behaviour and civil orders team gathered evidence and worked with West Northamptonshire Council to secure the CBO.

Police and Council Response

PC Tom Wills stated: “I hope this order offers Lowe’s neighbours some comfort and hope that their situation and quality of life will improve as a result. This CBO is a welcome piece of legislation for the police as it requires Lowe to abide by strict conditions and if breached, he can be arrested and presented to court.”

Cllr Charlie Hastie, Deputy Leader of West Northamptonshire Council and cabinet member for housing and communities, added: “We take a zero-tolerance approach to anti-social behaviour, and all reports are treated seriously. We will continue to work closely with Northamptonshire Police and partners to take action where needed and support residents affected by this type of behaviour. This outcome demonstrates our commitment to keeping communities safe and improving quality of life for our residents.”

Impact on Community

The CBO aims to restore peace for the neighbours, who had endured Lowe's conduct for years. The order specifically prevents Lowe, of Byfield Road, from any form of contact with the victims. Breaching the CBO could result in arrest and further court proceedings.
