The ambitious transformation of Chelmsley Wood town centre has encountered another setback, as the project's completion date is pushed back further. The West Midlands Combined Authority's (WMCA) Investment Board will meet later this month to discuss 'red rated' projects facing delays, and this scheme is on the agenda.
Project Background and Funding
The WMCA allocated £3.434 million towards developing the outline business case (OBC) for the Chelmsley Wood Town Centre Masterplan, as well as supporting work such as land acquisition. The project was originally due for completion in 2022 but has already been extended to December 2025.
Last year, Solihull Council revealed that a change in ownership of the shopping centre meant that, despite agreements with previous owners, officials had to restart negotiations. Now, a report to the Investment Board indicates a 'change request' was submitted in May this year, seeking an additional 36-month extension.
Reasons for the Delay
The delay is primarily attributed to challenges in acquiring third-party land. The extra time would allow for further negotiations and resolution of access rights. The report states: "The project supports delivery of the Chelmsley Wood Town Centre Masterplan through land acquisition, preparation of an OBC and future mixed-use development opportunities."
It adds: "The approved completion date was December 2022, subsequently extended to December 2025. The approved allocation is £3.434 million, of which £2.88 million has been claimed. Progress has been delayed primarily due to land assembly challenges, including the need to acquire third-party land and secure access rights."
Ongoing Negotiations
Extensive negotiations and master-planning work have been undertaken, but further work is required to resolve land ownership matters before the OBC can be submitted. The report notes: "Work is continuing to firm up land assembly arrangements and occupation of the site."
Despite the extension, the project scope remains unchanged, and no additional funding is requested as part of the change request. The report emphasises: "While the extension reflects the uncertainty associated with land ownership challenges, there remains an intention to submit the OBC sooner if possible."
Revised Change Request
A revised change request was submitted in May 2026, seeking a 36-month extension to allow for further negotiations with landowners and stakeholders, resolution of access and land assembly matters, and completion of work required to support submission of the OBC. The report states: "The Change Request is currently being appraised, and Investment Board approval is recommended due to the proposed extension to programme timescales."
Vision for the Town Centre
Solihull Council aims to reinvigorate the rundown Chelmsley Wood centre with more leisure activities, including cafes, bars, restaurants, gyms, and play areas. The revamp will be carried out in phases, with the hope of attracting more visitors and boosting the local economy.
