Nearly 90 Library Bans Issued in Midlands for Vandalism and Threats

Midlands residents have faced library bans for a range of unacceptable behaviors, including swearing, vaping, stealing computers, and even urinating in bins. Over the past five years, library officials in Worcestershire have imposed 87 exclusions, primarily for threatening, disruptive, or aggressive conduct towards staff or other customers.

Data obtained through a Freedom of Information request by the Local Democracy Reporting Service reveals that twelve users were barred for inappropriate use of library computers. Worcestershire County Council emphasized that these bans represent only a small fraction of the thousands of respectful visitors who use the library service annually.

Specific Incidents Leading to Bans

Among the notable cases, one library user received a three-month ban for stealing a PC from The Hive in Worcester in February 2022. Another three-month ban was issued in January 2026 for theft of property from the same location. In 2025, two individuals were banned for damaging library property at the city centre library.

In a particularly disturbing incident, a three-month ban was given in January 2025 after a user urinated in a bin at St John's library. Similarly, another three-month ban was handed out in February 2025 for urination near the entrance of Redditch library.

Other Reasons for Exclusion

Further bans were imposed for various infractions:

  • In 2021, a resident was banned for a month after "soiling library furniture" at Bromsgrove library.
  • In January 2023, a one-month ban was issued for sleeping at The Hive.
  • Multiple exclusions were given for smoking, vaping, drinking alcohol, and using drugs on library premises.

The longest exclusion was six months, imposed in May 2024 for intimidating behavior towards staff and users at Kidderminster library. Two five-month bans were issued for thefts from The Hive in November 2022 and February 2024. Additionally, one exclusion was made for accessing a Libraries Unlocked membership using someone else's card.

Council's Response and Commitment

A spokesperson for Worcestershire County Council stated: "Worcestershire's libraries are safe, welcoming, and thriving community spaces, thanks to the dedication of our library staff and the respectful behaviour of visitors. Over the past five years, there have been 87 exclusions from Worcestershire's libraries for disruptive, threatening or aggressive behavior; a very small number of the thousands of visitors who use our libraries each year."

The council reiterated its serious approach to such incidents, emphasizing its commitment to ensuring that everyone can enjoy these public spaces safely and without disruption.
