Plans to demolish the existing Stow Heath Primary School in Willenhall and construct a new building have been approved by Wolverhampton City Council. The decision, published on the council's website on July 10, 2026, grants the Department for Education (DfE) permission to proceed with the development, which includes a new school building, multi-use games area (MUGA), car parking, landscaping, and associated works.
Details of the Development
The new school will be a two-form entry primary school for 420 pupils, along with a 33 full-time equivalent (FTE) nursery class for children aged six months to five years, and a 43-place designed Special Educational Needs and Disabilities (SEND) unit. The existing buildings, mainly constructed in the 1960s and 1970s, are described as being "at the end of its lifespan" in the Transport Statement, which also notes the need to "improve teaching space."
Reasons for Redevelopment
According to the Design and Access Statement, "The existing buildings no longer meet the spatial or pedagogical requirements of contemporary education, and their condition presents significant limitations in terms of safety, accessibility, and operational efficiency." The proposed new school will address these deficiencies, providing sufficient capacity to meet current and projected demand, and delivering a high-quality learning environment aligned with modern standards.
The statement also highlights the constraints of the existing building for SEND provision: "Its outdated layout, limited accessibility, and lack of flexible learning spaces restrict the school’s ability to meet the diverse needs of its pupils." The new building has been designed with inclusive, adaptable spaces, including improved accessibility, sensory-friendly environments, and dedicated support areas.
Timeline and Impact
It was previously indicated when the submission was placed earlier this year that the new school should be built in time for September 2028. The development not only meets a critical functional requirement but also aligns with national policy objectives aimed at promoting inclusive education and equal access for all learners.
