The Department for Work and Pensions (DWP) has issued new guidance for Personal Independence Payment (PIP) claimants who also receive another means-tested benefit, as it prepares to invite around 300 people to workshops testing the Timms Review recommendations next month.
The workshops are designed to give claimants information about the Timms Review's recommended changes to the welfare system and benefits payments. In its workshop documentation, the DWP has set out specific advice for individuals in receipt of means-tested benefits, clarifying how participation might affect their claims.
Key guidance for participants
The DWP states that voluntary participation in the workshop is not considered to be 'work' for the purpose of means-tested benefits. However, claimants are advised to inform their work coach or local Jobcentre before taking part. If uncertain about the impact on their claim, they should seek advice from the office that administers their benefit. Universal Credit claimants can do this through their online journal.
Once selected, the DWP can provide a letter detailing participation in the workshop to support conversations with benefit administrators. The department also warns that due to the value and nature of the one-off payments, they will be treated as earnings and could affect benefit entitlement, depending on individual circumstances.
Timms Review interim findings
The Timms Review has already filed an interim report, telling the Labour Party government that the current system is "not fit" for purpose. The DWP's workshop advice further states: "You should consider the impact on your earnings or benefits by speaking to your work coach or local Jobcentre before you sign up."
Claimants are also given the option to participate without receiving the payment or to ask for a lower amount, once the payment and expense guidance for the activity has been shared. The workshops are part of broader efforts to reform the welfare system, with the DWP aiming to gather claimant feedback on proposed changes.
