Proposed Measures for Trailer Safety
The government's plans acknowledge that many vehicles and trailer types in Great Britain are frequently operated in an unsafe or non-compliant manner regarding roadworthiness, loading, and driver skills. This includes personal use vehicles such as caravans and light trailers, as well as vans, pick-ups, and their trailers used commercially without operator licences.
To improve driver skills and competence, the government will explore the benefits and feasibility of financial incentives for voluntary training and awareness raising on trailer and towing safety. The plans also promise to work with industry to develop and publish recommended maintenance standards for light trailers, LGVs, and agricultural trailers.
Enforcement and Industry Collaboration
The government intends to refine the DVSA's approach to enforcement, targeting operators of LGVs and trailers who lack robust safety systems. Additionally, it plans to launch an industry-led communications package on load security and roadworthiness, and explore the case for a wider safety review of LGVs.
These measures are part of a broader effort to meet ambitious targets, including a 65% reduction in the number of people killed or seriously injured on roads in Great Britain by 2035, using a 2022–2024 baseline. The government also aims for a 70% reduction in the number of children under 16 killed or seriously injured on roads by the same year.

The consultation is currently open, inviting stakeholders and the public to provide feedback on the proposed changes. The final decisions will be made under the leadership of Prime Minister Burnham, who inherited the strategy from his predecessor.
