The furore began when BirminghamLive reported that Shahid Butt, aged 60, intended to contest the Sparkhill ward in the all-out council elections this spring. In these elections, every one of the more than 100 council seats will be contested. Butt was convicted in 1999 on terror charges related to an alleged conspiracy to bomb the British consulate, an Anglican church, and a Swiss-owned hotel in Yemen.

Osbourne, who does not currently reside in the Midlands, commented on a social media post by former soldier and campaigner Richard Donaldson. She stated, "This has nothing to do with racism. I think I’m gonna move to Birmingham and put my name down for the ballot to be on the council." Her remark garnered thousands of likes before the original post was removed from Instagram.

Shahid Butt's past conviction stems from claims he was part of a terrorist enterprise linked to Islamic radicals who kidnapped 16 Westerners in Yemen in 1998, resulting in four deaths. Butt, who was sentenced to five years imprisonment, has consistently proclaimed his innocence, asserting he confessed under severe torture.

When previously questioned about his violent past, Butt commented, "I am not a pacifist. If someone attacks me... I am not just going to turn the other cheek, I am going to defend myself. I will (also) be pre-emptive, as the law advises me, if I feel like my life is threatened, or my family, I will do a pre-emptive strike. But does that mean I go around oppressing or bullying people, no, I think that is disgusting."
