The Driver and Vehicle Standards Agency (DVSA) has introduced new driving test rules effective from Tuesday, June 9, tightening regulations for learner drivers. The changes come as the Labour government seeks to address persistent backlogs and a high number of no-shows.
New Location Restrictions
Under the updated rules, learner drivers can now only swap their test to one of the three test centres nearest to their original booking location. This measure aims to prevent learners from booking tests at distant centres simply to secure an earlier slot.
Previously, candidates could rebook at any available centre, often leading to long-distance bookings that contributed to inefficiencies. The DVSA hopes the new restrictions will reduce the number of no-shows and improve the overall booking system.
Impact of No-Shows
Statistics reveal that 64,500 driving tests were missed last year, accounting for 3.2% of all bookings. Meanwhile, learner drivers face an average waiting time of five months for a test. In England, the average wait is 22.7 weeks, followed by Scotland at 22.9 weeks and Wales at 17.3 weeks, according to BBC data from April 2026.
Industry and Public Reactions
Carly Brookfield, chief executive of the Driving Instructors Association, expressed skepticism about the effectiveness of the new measures, stating that the industry lacks confidence that these changes will realistically fix the booking system problem.
Beverley Warmington, DVSA chief executive, defended the move, saying: "The location restrictions introduced on 9 June will help to deter bookings at locations where learners do not intend to take their test." She added that the DVSA is determined to reduce waiting times further.
One learner driver, Emma, shared her experience with the BBC: "Some of my friends who need to drive for work were booking tests at test centres not local to them in areas that they hadn't really driven before... just so that they could get the test and just try and pass as fast as they could." She noted that the long wait times result in unnecessary expenses for lessons and a significant time burden.
