Construction has officially begun on the first phase of the £1 billion Golden Valley tech and cyber development in Gloucestershire, located adjacent to the UK intelligence agency GCHQ. The project, a joint venture between Cheltenham Borough Council and property developer HBD, marks a significant milestone for the region's economic growth.
IDEA National Cyber Innovation Centre
Bowmer + Kirkland has been appointed as the main contractor for phase one, which includes the delivery of IDEA, the 160,000 sq ft National Cyber Innovation Centre. This facility, referenced in the government’s Modern Industrial Strategy, is already 68% pre-let. Scheduled to open in early 2028, IDEA will unite government, academia, and business to collaborate on UK security challenges. It will also feature a skills hub offering training programmes.
Community and Infrastructure Benefits
Cllr Rowena Hay, leader of Cheltenham Borough Council, stated: “The delivery of phase one demonstrates our commitment to creating an internationally-recognised development that will deliver lasting benefits for the local, regional and national economy. This milestone also marks the first phase of the wider Garden Community vision at Golden Valley, which will establish a sustainable, mixed-use neighbourhood, including new homes, employment space, a new primary school and a range of amenities for the community.”
Phase one also includes the construction of ROUTER, a transport hub designed to promote sustainable and smart movement throughout Golden Valley and beyond. The hub will provide cycling facilities, e-bike charging, showers, lockers, real-time transport information, and over 400 car parking spaces.
Economic Impact and Collaboration
Hamer Boot, managing director at HBD, commented: “Reaching the point where Golden Valley is now a live construction site is a major achievement and reflects the strength of collaboration between the public and private sector partners involved in bringing this project forward. Phase one is scheduled for completion in early 2028 and will drive significant investment, create employment opportunities and support the development of future ground-breaking technologies.”
Golden Valley is a 200-hectare flagship regional regeneration project that will eventually deliver around 2,500 new homes, 1.25 million sq ft of commercial space, and support approximately 12,000 jobs.

Setting the Standard
Stuart Fanshaw, construction director at Bowmer + Kirkland, added that the first phase would “set the standard” for the wider campus. “IDEA and ROUTER will provide the foundations for the next stage of Golden Valley, while creating opportunities beyond the site itself, from supply chain involvement to skills development,” he said.
