The Andy Burnham government has published a full list of 658 companies that failed to pay workers the minimum wage, with around £4million in wages repaid to more than 27,000 employees following enforcement action.
Labour Party Business Secretary Jonathan Reynolds said: “The best businesses know that looking after your workers isn’t just the right thing to do, it’s the smart thing to do, building the stronger, more successful businesses that drive growth in every postcode.
“Most employers already understand this, and I want to work with them to ensure they have every piece of guidance and support available to help them follow the rules.
“Short-changing your staff isn’t a shortcut to success and we are determined to stamp it out.”
Companies with largest underpayments
Among those named is B&Q Limited, based in Eastleigh, which failed to pay £456,934.72 to 4,530 workers. Elysium Healthcare Holdings 3 Limited, Borehamwood, underpaid £330,048.81 to 1,095 workers. St George’s, Epsom and St Helier Hospital Group failed to pay £123,331.97 to 75 workers, while Support Staff Services Limited, Slough, underpaid £119,715.13 to 323 workers.
Forest Holidays Limited, Moira, failed to pay £100,308.68 to 598 workers. St George’s University Hospitals NHS Foundation Trust, Wandsworth, underpaid £77,498.91 to 55 workers. Lanes Group Limited, Leeds, failed to pay £67,893.34 to 297 workers, and UK Care Team Ltd, Leicester, underpaid £67,082.76 to 99 workers.
Retail and hospitality firms affected
Five Guys JV Limited, Kensington and Chelsea, failed to pay £54,642.47 to 3,699 workers. Merlin Cinemas Limited, Redruth, underpaid £50,198.75 to 181 workers. Peninsula Care Services (NI) Ltd, Newtownards, failed to pay £42,013.29 to 125 workers. Prime Recruitment Limited, Eastbourne, underpaid £40,625.80 to 185 workers.
High Adventure Outdoor Education Centre Limited, Keighley, failed to pay £38,641.76 to 14 workers. Serco Limited, Thetford, underpaid £36,303.02 to 374 workers. K Transport Services (Midlands) Limited, Wolverhampton, failed to pay £36,100.70 to 31 workers. Kidstreet Limited, trading as Kidstreet Nursery, Chatham, underpaid £33,167.91 to 42 workers.
B&Q said: “The shortfalls in payments were unintentional. They relate to calculations involving geographical allowances which are paid in addition to minimum hourly rates. All affected colleagues were quickly paid in full in July 2025.”
NHS trusts and care providers named
Several NHS trusts appear on the list, including St George’s University Hospitals NHS Foundation Trust, Norfolk Community Health & Care NHS Trust, and Liverpool University Hospitals NHS Foundation Trust. Care providers such as Elysium Healthcare, UK Care Team, and Jigsaw Homecare Ltd also feature.
The full list includes businesses across retail, hospitality, construction, and healthcare sectors, with underpayments ranging from £117.72 to over £456,000. Workers affected may be entitled to compensation, with potential payments of around £100 each.
