The UK government has abandoned a proposal that would have introduced voluntary price caps on essential food items at leading supermarkets such as Asda, Sainsbury's, Morrisons, Tesco, Aldi, and Lidl. The plan, which targeted staples like bread, milk, and eggs, faced significant opposition from retail executives and the Bank of England.

Backlash from Industry Leaders

Marks and Spencer chief executive Stuart Machin described the proposal as “completely preposterous,” while Clive Black, head of research at Shore Capital, labeled it “lazy, populist scapegoating.” Black highlighted that the biggest source of inflation is the British government itself, citing extended producer responsibility legislation that adds £80 million in costs for Tesco alone.

Concerns Over Feasibility

Steph McGovern, host of the Rest is Money podcast, questioned the workability of the rule, particularly regarding how it would treat own-brand products versus big brands like Warburtons and Hovis. She also raised concerns about rising business rates that are already straining businesses' ability to employ staff.

One industry source stated: “Labour has showed a fundamental failure to understand how markets work. You can’t force retailers to sell food below market costs.”

Bank of England Criticism

Andrew Bailey, Governor of the Bank of England, told a parliamentary committee that the idea risked “artificially moving prices relative to costs, and that is not a sustainable thing in the long run.” He emphasized the need to consider whether such measures are justified for a temporary reason.

Government Response

Chancellor Rachel Reeves confirmed the decision to scrap the price caps, stating: “We will not be imposing prices on the supermarkets.” However, she added that it is right, given the cost-of-living crisis and global conflicts, to work with supermarkets to keep costs down so that savings can be passed on to customers.
