Dudley Council's planning committee has approved a controversial retail development on the site of a former motorcycle showroom at the top of Mucklow Hill in Halesowen, reversing an initial vote to reject the scheme after adding a condition to address traffic concerns.
The decision, made at a meeting on September 2, ends a long wait for the proposal, which marks the third time plans have been submitted for the site. The application covers a convenience store, a tanning salon, and a veterinary surgery.
Traffic data and safety concerns
The decision had been delayed over concerns about traffic levels and potential congestion at a busy traffic island where Mucklow Hill meets Long Lane. A highways officers' report, including collision data from 2021 to 2025, showed only one serious incident in that period.
The report stated: "Having regard to the updated data, the evidence does not identify any existing significant highway safety issues or pattern of collisions that could reasonably be attributed to the proposed development site or which would indicate that the development would give rise to an unacceptable impact on highway safety."
Councillor Andrew Barnfield raised concerns about the exit onto Long Lane, saying: "Objections were brought up because of the exit on Long Lane to the right, I can see the reasons for that, you come out and want to turn right you are going to block the traffic for the island. Can we make sure at the exit on Long Lane you can only go left?"
Reversal and new condition
A council highways officer told the committee: "We have considered all kinds of things with the applicant, this is an updated scheme part of that was because there were issues around access and internal layout." Councillors were also told planning officers had explored options including reducing the number of units on the site.
Despite warnings, committee members initially voted to reject the scheme. They then reversed their decision after council officers suggested adding a condition requiring developers to design an exit onto Long Lane that only allowed a left turn.
The approval means the development can proceed, subject to the agreed condition. The site, a vacant former motorcycle showroom, will be transformed into the three retail units, providing new local services for residents.
