More than 3,000 Blue Badges have been seized in England over the past five years as part of a crackdown on drivers who intentionally exploit the disabled parking scheme. Manchester City Council recorded the highest number of penalty charge notices for Blue Badge misuse, according to new data.
Penalty Notices and Fines
Drivers caught misusing a Blue Badge face a £1,000 fine, a criminal record, and seizure of the badge. The data reveals that 605,166 penalty charge notices have been issued for offences related to parking in disabled spots without a valid Blue Badge. The most common offence, accounting for over 163,000 cases, was parking on streets in a designated disabled space without displaying a valid Blue Badge.
Expert Warning on Fraud
Qarrar Somji, Solicitor-advocate and Director of Witan Solicitors, described Blue Badge misuse as criminal fraud that deprives those who genuinely need the scheme. He warned that using a badge when the holder is not present, using a lost, stolen, or expired badge, copying or altering a badge, or using a badge belonging to a deceased person intentionally exploits the system. He also noted that fake and stolen badges are being sold online to ineligible people, calling for greater awareness of this criminal act.
Eligibility and Awareness
Somji highlighted that obtaining a Blue Badge legitimately is not easy for those without higher-rate mobility benefits, as the eligibility criteria require a substantial disability. He emphasized that faking a disability or abusing benefits to obtain a badge is nearly impossible, with PIP fraud reported as a non-issue by the Department for Work and Pensions. He urged people to remember that not all disabilities are visible and that those who obtain badges through proper means genuinely need them to make their lives easier.
