Police Challenge 10-Year Sentence for Birmingham Phonebox Rapist
West Midlands Police have formally appealed the decade-long prison sentence given to Cornel Filipeche, a 21-year-old Romanian national who brutally raped a woman in a phonebox outside Perry Barr train station. The force argues the punishment is unduly lenient given the extreme violence of the assault, which occurred in the early hours of January 18 last year near the One Stop Shopping Centre.
Details of the Attack and Investigation
Filipeche admitted to rape and grievous bodily harm with intent, leading to his conviction and a life-long requirement to sign the Sex Offenders Register in April last year. However, authorities highlight his lack of remorse, with probation reports noting his only comment was: "I feel like a f***ing dog. I feel like s***. I don't want to remember this." The case gained further attention through the BBC documentary Forensics: The Real CSI, which featured the investigation in its latest series.
CCTV footage was instrumental in solving the crime, capturing the attack and tracking Filipeche to a pub the victim had visited earlier. Forensic evidence, including DNA found on the victim's underwear, conclusively linked him to the scene. Detective Inspector Emma Watson, who led the inquiry, praised the rapid response, stating: "This was a horrendous attack on a young woman and for her sake and the wider public's, I’m so glad we managed to get him arrested, charged and convicted within days."
Legal Proceedings and Public Safety Concerns
The police spokeswoman confirmed the appeal, noting they await a decision from the Attorney General. If deemed too lenient, the sentence could be extended by the Court of Appeal. This move underscores ongoing efforts to address violent crimes in Birmingham, with community safety remaining a top priority. The case has sparked discussions about sentencing adequacy for sexual offenses, particularly when perpetrators show no meaningful remorse.
