Three Police Officers Face Misconduct Probe After Birmingham Dad Shot Dead
Three police officers are being investigated for potential misconduct after a Birmingham father was shot dead during a mental health episode on Christmas Eve 2024. The Independent Office for Police Conduct (IOPC) announced the probe, focusing on officers who managed the strategic and tactical planning of the operation.
Tragic Incident on Christmas Eve
Marcus Meade, a 39-year-old father-of-two originally from Birmingham, was hit in the chest by a single bullet fired by a West Mercia Police firearms officer. The incident occurred after police were called to a property in Redditch on December 24, 2024, following reports of concern for his welfare.
Officers attended Fownhope Close at around 2pm and attempted to negotiate with Mr Meade, who was in possession of a knife, for several hours. At approximately 7.40pm, they forced entry using flashbang distraction devices and discharged Tasers before the fatal shot was fired. Mr Meade died at the scene.
Investigation Details and Family's Anguish
The IOPC stated that three officers involved in planning the operation have been identified for potential misconduct. All other armed officers, including the one who fired the shot, are currently treated as witnesses with no indication their actions warrant disciplinary or criminal proceedings.
Mr Meade's parents, Anthony Meade and Deborah Clarke, have expressed profound grief and demanded answers. Deborah Clarke said, "I want to know what happened to my son, I want to know why they thought it was OK to do what they did to my son. I want answers and I want justice for my son."
Anthony Meade added, "Christmas is meant to be a time for loving, sharing, and caring, and to hear of tactical explosions, a Taser and a bullet being delivered into my son’s chest makes it difficult for us as a family to celebrate Christmas ever again."
Scope of the IOPC Investigation
IOPC director Derrick Campbell emphasized the investigation's thoroughness, stating, "Our sympathies remain with the family and friends of Marcus Meade, who have suffered a devastating loss. We know they want answers and we are committed to ensuring our investigation is thorough and examines all the circumstances of this tragic incident."
The investigation will examine:
- Whether Mr Meade's mental health was appropriately considered
- If his race may have influenced police actions
- The extent to which police resources may have been a factor in decision-making
The decision to investigate followed consultation with specialist firearms experts from the College of Policing and Avon and Somerset Police.
Police Response and Ongoing Cooperation
West Mercia Police assistant chief constable Grant Wills said, "Our thoughts and condolences remain with the family of Marcus Meade and all those who have been affected by Marcus’ tragic death. We continue to cooperate fully with the IOPC and their independent investigation. It is vital that this progresses without prejudice so it would not be appropriate for us to comment further at this time."
