Willenhall's Locksmith Quarter Poised for Major Housing Redevelopment

Willenhall's historic Locksmith Quarter is on the brink of a significant transformation, with comprehensive plans for 109 new homes now formally submitted to Walsall Council for approval. This ambitious development proposal marks a crucial step forward in revitalising a key area of the Black Country town, aiming to replace largely derelict industrial sites with contemporary residential properties.

Detailed Development Plans and Housing Mix

Developer Keepmoat has lodged a full planning application targeting the redevelopment of several streets within the quarter, including Moat Street, Cemetery Road, Villiers Street, and New Hall Street. The proposed scheme envisions a total of 109 homes, comprising 33 two-bedroom properties, 57 three-bedroom homes, and 19 four-bedroom houses. Each dwelling will be allocated two dedicated parking spaces, addressing potential congestion concerns.

The development spans a substantial 2.06-hectare site situated immediately adjacent to Willenhall town centre, strategically divided into five distinct parcels labelled A through E for phased implementation.

Site Analysis and Heritage Considerations

Parcel A, located on Moat Street, currently contains vacant and fire-damaged industrial premises, notably the prominent blue and white Colonial Works building. Parcel B, on the northern side of Moat Street, has already seen demolition works commence last month and includes Moat Street Garage alongside the locally listed Moat Street Works structure.

While the developer acknowledges that retaining the locally listed building in its current form is not feasible, they have committed to reinterpreting its architectural characteristics within the new homes constructed on the site, preserving a nod to the area's industrial heritage.

Parcels C and D are situated on the southern and northern sides of New Hall Street respectively, with Parcel E comprising two land plots flanking Villiers Street along Cemetery Road.

Community Engagement and Parking Strategy

Extensive community consultation preceded the application submission, with letters distributed to 263 addresses in the immediate vicinity. Feedback received was overwhelmingly positive, with all thirteen returned response forms indicating either full or partial support for the proposed development.

Addressing resident concerns regarding potential parking pressures, Keepmoat has emphasised that on-street parking congestion will be significantly reduced due to the development's provision exceeding standard requirements, ensuring adequate space for residents and visitors alike.

This substantial housing initiative represents a pivotal opportunity to regenerate Willenhall's urban landscape, transforming underutilised industrial land into a vibrant new residential community while carefully balancing modern needs with historical context.
