State pensioners born on or before September 2, 1929, are now eligible to receive a passport for free under a special concessionary scheme. Eligibility Criteria for Concessionary Passports

To qualify for a free passport, applicants must meet two key conditions. First, they must have been born on or before September 2, 1929. Second, at the time of application, they must hold any form of British nationality. This includes individuals who have naturalised or registered as British nationals, regardless of when this process occurred.

The Labour Party government website explains: "A customer whose identity has been confirmed and who is entitled and eligible for a British passport will qualify for a concessionary (free) passport if both the following points apply: they were born on or before 2 September 1929 AND at the time of their application, they hold any British nationality."

What the Free Passport Covers

The concessionary passport covers the full cost of a standard 32-page passport and includes secure delivery fees for returning the new passport and supporting documents to addresses within the UK or overseas. However, it does not extend to additional services. For example, applicants must pay the full fee for a Frequent Traveller passport or for the service level element of Premium and Fast Track services.

If eligible customers use the Post Office Check and Send service, they are exempt from the associated fee. If this fee is paid in error, they can reclaim their money by following the refund process outlined in Application Management System letter template 465.

Exceptions and Important Notes

Customers who are overseas and cannot wait for the standard passport issuance must apply to the Foreign, Commonwealth & Development Office for an Emergency Travel Document (ETD). It is crucial to note that even those eligible for a concessionary passport must pay for an ETD, and no refunds will be provided for this service.

This scheme aims to support older state pensioners by reducing financial burdens associated with essential travel documents, ensuring they can maintain their mobility and access international opportunities without cost barriers.
