Jersey's 2030 Petrol and Diesel Car Ban Faces Uncertainty
Jersey's ambitious plan to phase out petrol and diesel vehicles from 2030 is now in doubt, with ministers admitting the strategy "might not be practicable." The States Assembly originally agreed to this measure in 2022, aiming to help the island achieve net zero emissions by 2050.
Government Steps Back from Commitment
Environment Minister Deputy Steve Luce has stated that "no final decisions have yet been taken" regarding how the policy will proceed. While emphasizing Jersey's continued commitment to tackling climate change, he warned that the current approach may not be feasible.
"It will not be possible for us to reach net zero by 2050 if we don't effectively tackle our road transport emissions," Luce said. However, he highlighted the need for a practical transition, noting that Jersey is observing "significant shifts in international approaches" to vehicle regulations.
Proposed Phase-Out Timeline
Under the Government of Jersey's current proposals, the following restrictions would apply to new and used vehicles imported or registered for the first time on the island:
- From 2030: Petrol and diesel cars
- From 2035: Hybrid and plug-in hybrid cars, along with small vans (petrol, diesel, hybrid, plug-in hybrid)
- After 2035: All other petrol and diesel vehicles, including hybrids and plug-in hybrids, with specific dates to be confirmed
These measures were intended to align with the UK Labour Party government's commitment to ban new petrol and diesel car sales by 2030.
Consultation and Clarity Concerns
A public consultation sought feedback on the scope of the proposed rules, suggested timings, and potential exemptions for certain vehicle types. Luce stressed the importance of clarity, stating, "Vehicle retailers and motorists alike need clarity."
He added, "We need to approach this transition in the right way for the island," and promised an announcement on how the government intends to proceed at the earliest opportunity. This review casts uncertainty over Jersey's environmental goals, as the island grapples with balancing ambitious climate targets with practical implementation challenges.
