Rochdale Borough Council has announced a significant investment of £900,000 to establish four additional children's homes, reinforcing its commitment to supporting cared for children and young people within the local area. This strategic move addresses the growing challenges faced by councils across the nation in securing suitable local placements for children in care.

Enhancing Stability and Support for Vulnerable Youth

The funding, sourced from the council's capital programme, will be utilised to convert four residential properties into specialised children's homes over the upcoming financial year. Each home is designed to accommodate a single child, specifically targeting those with more severe and complex needs who require intensive, focused support.

These new facilities will be operated and managed directly by the council, with dedicated staff available on-site 24/7 to ensure round-the-clock care. This approach aims to provide a stable and secure environment tailored to individual requirements.

Addressing the Need for Localised Care

While group children's homes offer valuable social interaction and continuous care, they may not be suitable for every child. Solo residential homes provide a more personalised setting, which can lead to significant improvements in emotional regulation, stability, and overall safety for those with complex needs.

Demand for such specialised care is on the rise as the number of children with complex needs increases. However, a shortage of local placements has forced some children to be housed in solo residential settings outside the borough, with one placement located more than 50 miles away.

Council's Commitment to Community and Stability

Councillor Rachel Massey, cabinet member for children's services and education, emphasised the council's dedication: "We want every child in our borough to feel safe, supported and thrive in an environment that they call home. We firmly stand by that commitment, and this further investment into additional new children's homes showcases our determination to provide more of the right care and support for those who need it the most."

She added, "Stability is the golden thread that runs through everything we do for our cared for children and young people, and I know the impact of these new homes will make such an important difference to their lives as they grow, flourish and stay connected to a borough they know well."

Building on Previous Investments

This new in-house provision extends the council's ongoing efforts, following a previous investment of £3.4 million last year to establish four new residential homes. The latest initiative will enable more children to remain closer to their families, schools, and communities, fostering a stronger sense of belonging and continuity.

By prioritising local placements, Rochdale Borough Council aims to reduce the disruption caused by distant care arrangements and ensure that vulnerable children receive the high-quality support they deserve within a familiar environment.
