Walsall Council's Adult Social Care Rated 'Requires Improvement' by Regulator
Walsall Council's Adult Social Care Needs Improvement

Walsall Council's adult social care department has received a 'requires improvement' rating from the independent health regulator, the Care Quality Commission (CQC), following a recent inspection. The report, published today, highlights significant concerns, with the council found to have 'evidenced shortfalls' in eight out of nine assessed categories.

Key Findings from the Inspection Report

The CQC's detailed assessment identified several critical areas where Walsall Council's adult social care services are falling short. Key themes raised throughout the inspector's report included inconsistent frontline practices around assessments and case recording, as well as poor communications regarding community support options available to residents.

Accessibility Issues and Service Gaps

One notable issue mentioned in the report was the closure of the one-stop-shop at the civic centre, which has made it more difficult for those needing support to access essential services. This change has reportedly left many residents struggling to navigate the system and obtain the assistance they require.

Positive Aspects and Council Response

Despite the critical findings, the report did include some positive feedback for the department, describing it as having 'a clear vision, with new developing strategies and a community team atmosphere'. This suggests that while improvements are needed, there is a foundation of good practice to build upon.

Portfolio holder for adult social care, Councillor Keir Pedley, acknowledged the disappointing rating but emphasised the council's commitment to improvement. He stated: "We are committed to providing our residents with the best possible adult social care services. Whilst we don't recognise everything in the report and the resulting score of this assessment is disappointing, it highlights many areas of positive practice and performance across the service and provides us with valuable reassurance that our current areas of focus for improvement are the right ones."

Financial Context and Service Usage

Latest figures from 2023-24 reveal that nearly 6,000 residents in Walsall were accessing support from the adult social care department during that period. From the same financial year, £122 million was spent on adult social care services out of the council's total budget of £543 million, underscoring the significant investment in this crucial area of public service.

Improvement Plan and Future Steps

Councillor Pedley added: "We take the results of this report very seriously, and I'd like to reassure our residents that we have a clear vision for change. An improvement action plan is already in place, and I'm confident the service will deliver improvements quickly and efficiently for those areas which need focus, as well as strengthening areas of good practice."

The council now faces the challenge of addressing the identified shortcomings while maintaining the positive aspects noted by inspectors. With an improvement action plan reportedly already implemented, residents will be watching closely to see how quickly and effectively these necessary changes are delivered.
