The Department for Work and Pensions (DWP) has delivered a significant reassurance to disabled people across the UK, confirming there will be no immediate alterations to eligibility for the Motability Scheme.
Government Provides Clarity on Future Changes
During a recent session in the House of Commons, Labour MP Emma Lewell-Buck raised concerns about the vital role the Motability Scheme plays. She emphasised that it acts as a lifeline, enabling disabled individuals to attend medical appointments, pursue education, and maintain employment. She warned that any reductions to the scheme could lead to increased health needs and unemployment, potentially costing more than any short-term financial savings.
In response, Sir Stephen Timms, the Labour minister, provided a definitive update. He assured MPs that no changes will be made to the eligibility conditions for the mobility component of Personal Independence Payment (PIP), or other aspects of PIP, until a comprehensive review is complete.
Timeline and Focus of the Upcoming Review
Sir Stephen confirmed that he will be leading this important assessment, which is being co-produced with disabled people to ensure their voices are central to the process. The review is expected to report its findings in autumn 2026.
The discussion also touched upon the assessment process itself. Conservative MP Sir Julian Lewis questioned whether the DWP has appropriate checks in place for claims involving severe mental illness, citing concerns about invisible symptoms and potential fraud.
Sir Stephen Timms responded that appropriate checks are currently in place, but acknowledged that the PIP assessment is part of the wider review. He stated the department will carefully examine how decisions are made, particularly for conditions with less visible symptoms, in collaboration with disabled people.
Broader Support for Employment Opportunities
The minister also addressed employment support for people with severe learning disabilities, noting the current employment rate is very low. He highlighted ongoing work with employers and supported internship programmes to open up more opportunities.
Furthermore, he mentioned that an expert panel appointed earlier this year is developing interesting proposals to better support neurodivergent people into work.
This announcement provides temporary certainty for thousands of Motability Scheme users, who can now rely on the current eligibility rules until at least the conclusion of the 2026 review.
