First Ever PIP Review Led by Disabled People

The Department for Work and Pensions (DWP) has made a landmark announcement, confirming that the first ever full review of Personal Independence Payment (PIP) will be led by disabled people themselves.

A Historic Shift in Policy

This unprecedented move follows the official appointment of two co-chairs and the launch of a recruitment drive for a wider steering group. Dr Clenton Farquharson CBE and Sharon Brennan will serve as co-chairs of the Timms Review, working alongside Sir Stephen Timms, the Minister for Social Security and Disability.

Sir Stephen Timms stated: "We're ensuring disabled people and those with long-term health conditions can access the same opportunities, choices, and chances as everyone else. That's why we're putting them at the heart of the first ever full review of PIP – making sure it is fair and fit for the future."

Meet the Co-Chairs

Dr Clenton Farquharson CBE brings over 25 years of experience as a national advocate for disability rights, co-production, and social justice. He holds prominent roles including Associate Director at Think Local Act Personal and is a Trustee of Disability Rights UK.

Sharon Brennan brings substantial expertise from her previous role as Director of Policy and External Affairs at National Voices, a coalition of health and care charities. She has also advised the Department for Transport on accessibility as a member of the Disabled Person's Transport Advisory Committee.

A Commitment to Lived Experience

Dr Farquharson commented on the review's potential, saying: "We have an opportunity to ensure PIP reflects the everyday realities of disabled people's lives. I'm committed to working with my fellow co-chairs and the steering group so this benefit becomes something that empowers rather than frustrates: a system built on dignity, fairness, and trust."

Echoing this sentiment, Sharon Brennan added: "As a disabled person myself, I know from experience that disabled people are often disregarded on issues that affect them, so I am delighted that with this Review we will see them leading the conversation."

The DWP is now actively encouraging people with lived experience of PIP to apply to join the steering group and contribute to this vital work, marking a significant step towards a more inclusive benefits system.
