PIP Review Declares Benefit 'Not Fit for Purpose'

Proposals for a major overhaul of disability benefits are set to be presented to the Government in November 2026, following an interim report that declared Personal Independence Payments (PIP) was 'not fit for purpose'. The review, led by Disability Minister Sir Stephen Timms, aims to address a surge in claims that has driven up the welfare bill.

Rising Claims for Anxiety and Depression

The interim report highlighted that anxiety and depression claims have risen sharply from 5.9% in 2020 to 8.1% in 2025. This increase has contributed to a spiralling welfare bill, with PIP now paid to around four million people in the UK. The panel's recommendations may include accepting fewer claims for these conditions.

Government to Receive Recommendations by Year-End

The steering group, expected to be led by Andy Burnham, will submit its final recommendations before the end of 2026. Sir Stephen Timms stated: 'This interim report delivers a clear message: while PIP is widely valued as a benefit, it is not working as intended and needs fundamental change.'

Charities Call for Fundamental Reform

Mark Winstanley, chief executive of Rethink Mental Illness, said: 'The interim review tallies with what we've found in our own research: that the current scoring system doesn't account for the reality of serious yet fluctuating mental illness, that assessments are stressful and demoralising, and that even people who are severely unwell struggle to get the support they need.' He added that the PIP system 'traps people in a vicious cycle of recovery and relapse'.

Next Steps and Public Engagement

The review has been informed by evidence from over 38,000 responses to a call for evidence, along with workshops and engagement sessions. The final report is expected in autumn 2026, with new rules potentially taking effect from November 2026.
