Idris Hussain, a 36-year-old painter and decorator from Cofton Grove in Birmingham, has been fined £333 after admitting to dumping a settee bed base on Abberley Street. The offence occurred on April 13 last year, and Hussain pleaded guilty at Birmingham Magistrates Court to depositing the item without authority. A second charge of throwing bin bags from a car was withdrawn.

Investigation and Evidence

Environmental health officers from Birmingham City Council investigated the incident after reviewing CCTV footage that captured the fly-tipping. Hussain accepted liability through email communications with the council. The court heard that Hussain, who works as a painter and decorator, has no previous convictions and his income varies from week to week.

Defence and Magistrates' Response

Speaking through an interpreter, Hussain explained his actions: "A friend told me I could throw rubbish in that place as other people are doing so." Magistrates responded firmly, stating: "Just because someone else does it, does not make it right."

Financial Penalties

In addition to the £333 fine, Hussain was ordered to pay a £133 victim surcharge and £250 in costs to Birmingham City Council. The total financial penalty amounts to £716. The council continues to use CCTV and public reports to identify and prosecute offenders.
