Leaked Plans Reveal DWP Reform Strategy
Andy Burnham and new Chancellor John Healey's plans for Department for Work and Pensions (DWP) reforms have been leaked by BBC expert Faisal Islam. The proposals, which aim to cut welfare bills, are expected to rely heavily on a review by Alan Milburn.
Faisal Islam reported that the review is likely to recommend two key measures: significant job support funds and mental health assistance for young workers. These recommendations are designed to reduce welfare spending, with implementation expected to be carried out by local mayors.
Burnham's Challenge: Balancing Constraints and Ambition
According to Islam, Burnham hopes to demonstrate to markets that he can deliver welfare reform that eluded former Prime Minister Sir Keir Starmer. However, he faces the same manifesto and borrowing rule constraints as his predecessor. Burnham has stated that his rewiring of Britain will help the economy grow, but many solutions could take years to materialize.

Criticism Over Unfunded Policies
Darren Jones, a key Starmer ally sacked from the cabinet by Burnham, criticized the announcement that VAT will be removed from electricity bills, calling it "unfunded." Jones wrote on X that while cutting VAT on electricity bills is good news, the digital ID program was unfunded, and the government must set out how it will pay for new policies at the budget.
Downing Street has indicated that further long-term measures on the cost of living will be announced in the next budget, scheduled for this autumn.
