DWP PIP Overhaul 2027: Benefit 'No Longer Working'

The Department for Work and Pensions (DWP) is set to overhaul Personal Independence Payments (PIP) by 2027, following an interim report that concludes the disability benefit is 'no longer working'. The government faces a decision on the future of PIP, which is claimed by around four million people.

Interim Report Findings and Proposed Changes

The Timms review, due to deliver final recommendations in November, has already indicated that PIP needs significant reform. Changes could include accepting fewer claims for conditions like anxiety and depression, which have surged since the Covid-19 pandemic, driving up the welfare bill. The government aims to reduce dependency on disability benefits and help more people into work.

Minister's Statement on Welfare Reform

Work and Pensions Minister Pat McFadden told the Guardian: 'I don’t believe Government fulfils its responsibilities simply by writing a cheque. I think we owe people more than that. Of course, for people who can never work, the system must always be there for them, and it always should be. But for those who could work, or could change their situation, then we’ve got to help them do that.'

McFadden suggested the government, soon to be led by Andy Burnham, is ready for a fresh attempt at overhauling the welfare system. He added: 'Even before they’ve reported, I’m already speaking to the Department for Education, the Department for Health. We’re going to have to respond to this as a Government. It’s my job to put together a plan, a proposal, (that) changes the question of the welfare state from simply asking, “what benefits are you entitled to?”, to asking, “how can we help you live the fullest life?”'

Timeline and Next Steps

The Timms review will hand over its final recommendations in November, ahead of potential new rules next year. The government will then decide how PIP will operate heading into 2027. The overhaul is part of Labour's broader strategy to get more people off disability benefits and into employment, while ensuring support for those who cannot work.
