Birmingham Council Probes 'Unauthorised' HMO Build Over Public Safety Fears
Birmingham City Council has initiated a planning enforcement investigation into a property located at 191 Warwards Lane in Selly Park. This action follows allegations that an "unauthorised" House in Multiple Occupation (HMO) is under construction at the site, raising significant concerns among local residents about public safety hazards.
Residents Warn of 'Accident Waiting to Happen'
Residents living near the property have expressed grave worries, describing the situation as "an accident waiting to happen." The campaign group Selly Park Central has reported that building materials, including bricks and rubble, are frequently spilling onto the pavement. Additionally, heavy breeze blocks are allegedly being held back only by a thin sheet of plywood near a busy bus stop, posing a direct risk to pedestrians and commuters.
Worker Safety and Environmental Concerns
Further compounding the safety issues, builders have reportedly been observed working on the roof without proper scaffolding, heightening local anxiety about a "serious public safety risk." Environmental impacts have also been noted, with at least seven mature trees reportedly cut down in the rear garden during the June bird nesting season. This has sparked concerns over the loss of local wildlife habitats, adding an ecological dimension to the ongoing controversy.
Property Ownership and Planning Records
Title deeds reveal that the property was purchased for £250,000 in March 2025 by W A Property Ltd, a firm registered in Balsall Heath. Despite this acquisition, a search for planning applications related to the site has failed to yield any public records for a conversion or significant extension, suggesting a potential lack of proper authorisation for the construction work.
Official Response and Investigation
Local councillor Jamie Scott has flagged the matter to planning officers, prompting the council to confirm that it will establish whether a planning breach has occurred. The investigation aims to determine the legality of the HMO construction and address the multiple safety and environmental concerns raised by the community.
