Plans for two new industrial buildings at Leconfield Industrial Estate in Cleator Moor, Cumbria, are set to be reviewed by Cumberland Council's planning committee this week. The committee will meet at The Civic Centre in Carlisle on Wednesday to deliberate on the application, which proposes significant development on the estate.

Details of the Proposed Development

The application outlines the construction of two buildings intended for general industrial use with ancillary office space. The total floorspace will be 6,356 square metres, accompanied by associated infrastructure including car parking, hard and soft landscaping, and biodiversity enhancements. Due to the site exceeding two hectares in area, the application requires committee approval.

If approved, the development will be subject to specific planning conditions and a legal agreement. Key requirements include a Travel Plan monitoring fee of £6,600, a contribution of £74,032 towards highway improvements at Moresby Road, Cleator Moor Road, and Main Street, and a further £30,039 for junction improvement works at Cleator Moor Road and Overend Road.

Strategic Importance of Leconfield Industrial Estate

Leconfield Industrial Estate is an established site covering 17.6 hectares, strategically located between Cleator Moor's town centre and the built-up area to the north-west. It forms part of the Cleator Moor Innovation Quarter (CMIQ), a designated 'business cluster' focused on the new nuclear and clean energy sectors. This cluster aims to foster collaboration, innovation, and diversification within these growing industries.

Currently, the estate houses approximately 20 industrial and warehouse units of varying sizes, with several vacancies and cleared plots. The estate has been in use since the 1940s but has experienced a period of decline in recent years.

Building Specifications and Growth Strategy

The proposed buildings will be subdivided into multiple units to support business growth. Unit nine will consist of four units, each measuring 658 square metres, while Unit 12 will include five units, each at 710 square metres. These 'Grow On' units are designed to accommodate businesses in their expansion phases, allowing them to relocate within the wider estate into larger, self-contained spaces as they develop.

This initiative aims to revitalize the estate by providing modern facilities that cater to the evolving needs of the nuclear and clean energy sectors, thereby boosting local economic activity and innovation.
