Peel Land Unveils Plans for Major Industrial Development Near Bolton M61 Junction
Developer Peel Land has announced ambitious proposals to construct extensive logistics sheds adjacent to Junction 4 of the M61 motorway, on the border of Bolton and Salford. The scheme, covering 323,000 square feet of new employment space on green land, is projected to support up to 380 jobs across various roles, aiming to boost local employment and economic growth in Bolton.
Strategic Location and Economic Impact
The proposed development is strategically positioned next to the Logistics North employment park, a significant commercial hub developed by Harworth Group on the former Cutacre surface mine site. Logistics North, one of the largest developments of its kind in the UK, has already delivered over three million square feet of commercial space since 2013, hosting major companies such as Aldi, Amazon, Lidl, and Whistl, which collectively employ approximately 5,500 people.
A spokesperson for Peel Land emphasized the project's alignment with regional growth strategies, stating, "The scheme sits adjacent to Logistics North and within the Northfold Growth Area, identified by Greater Manchester Combined Authority as a key location for employment and economic growth. Our aim is to bring forward new jobs and support long-term investment in Bolton and Hulton."
Planning Process and Community Engagement
Bolton Council has published a scoping report ahead of a full planning application for the Junction 4 development. Peel Land has indicated that a planning application will be submitted in due course, followed by a statutory public consultation conducted by the council. To ensure community input, the developer has already undertaken a pre-application public consultation with site neighbours and local councillors, incorporating feedback into the evolving plans.

Context and Controversy
This proposal is separate from other applications in the wider area, including those at Lee Hall and Hulton Park. However, Peel Land's involvement has drawn attention due to its previous project, the Astley Business Park in Tyldesley, located a few miles away. That 350,000 sq ft logistics site, now nearly complete, has faced criticism from residents over its large scale and the appearance of what opponents describe as 'towering warehouses'.
The Junction 4 development aims to leverage its proximity to major transport links, including the M61 motorway, to enhance logistics efficiency and attract businesses. As the plans progress, they are expected to spark discussions on balancing economic development with environmental and community concerns in the region.
