Revised Plans Approved for Former Wheatsheaf Pub Site in Rowley Regis
Sandwell Council has granted planning permission for a significant redevelopment project that will see a long-vacant pub demolished and replaced with specialised assisted living accommodation. The decision marks the latest chapter in the future of the former Wheatsheaf pub site on Turners Hill in Rowley Regis, which has stood empty since its closure in 2019.
From Pub to Purpose-Built Assisted Living
The approved scheme, submitted by Kuldeep Marwaha on behalf of Marsons Oakham Developments, will involve the complete demolition of the derelict pub building. In its place will rise a modern development containing 19 assisted living flats specifically designed for adults with learning disabilities. This represents a modification from previously approved plans from 2023 that had envisioned 20 "ultra modern" residential units for the site.
The new development will include a communal lounge area for residents and will be supported by a dedicated 23-space car park. According to the planning application, up to 20 staff members from West Bromwich-based care provider Select Lifestyles would deliver one-to-one care support to residents during daytime hours.
Planning Considerations and Community Impact
Council planners have concluded that the proposed development would "visually enhance the area" despite the site forming part of a wider open space allocation. Their assessment noted that "the site is previously developed land on the edge of the allocation, and the development would not unduly harm its openness."
The planning report further stated: "The land is in private ownership and has no amenity value as open space. The design and appearance of the building is modern, and the building line addresses the corner of the site adequately. The building would sit in isolation on this frontage, and a modern design provides an opportunity to visually enhance the area."
Addressing Traffic and Parking Concerns
The application had attracted some local objections, particularly regarding traffic implications for the already congested four-way junction at Turners Hill. Objectors had expressed concerns that two dozen additional vehicles from the development would exacerbate existing problems, especially during peak times at nearby Oakham Primary School.
However, Sandwell Council's highways department conducted their own assessment and raised "no serious safety concerns" about the proposal. Their analysis indicated that the site's former use as a public house would likely have generated more vehicle movements than the proposed assisted living development. The department also suggested that visitor parking for the flats could be "comfortably" accommodated on surrounding streets.
Evolution of the Development Proposal
This approval follows a lengthy planning process that began with an initial application in 2022, which included a ground-floor retail unit alongside residential flats. After receiving criticism, the scheme was redesigned to replace the commercial element with additional residential accommodation. The council's planning committee ultimately approved the previous iteration for 20 flats in 2023, some 18 months after its submission, despite the recorded objections.
The latest approved plans represent what developers describe as "modern apartment living within a suitable location" that will "enhance the local area" while addressing specific housing needs within the community.
