The planning statement submitted by applicant Chantelle Cecile outlined intentions to accommodate up to two children, aged between five and seventeen years old, on a long-term basis. The property, featuring all bedrooms on the first floor, was designated to allocate two bedrooms for the children, with the remaining two bedrooms intended for use as staff sleepover or office spaces.

The ground floor of the house would have served as communal living areas, including a reception room, dining room, and kitchen. The applicant emphasised that the daily activities and movements associated with the children's home would be comparable to those of a typical family dwelling, aiming to integrate seamlessly into the residential neighbourhood.

In the application, it was argued that the proposal addressed a recognised social need by providing specialist accommodation within a residential setting, without detracting from the area's character.
