Drivers face new rules that could make green P plates compulsory for newly qualified motorists, particularly those aged 16 to 22. Transport Scotland is considering introducing Graduated Driving Licences (GDL) as part of a major overhaul of driver training and testing.
What Are Graduated Driving Licences?
A Graduated Driving Licence system would require novice drivers to display green P plates and could include restrictions such as a late-night curfew and limits on carrying passengers. Transport Scotland argues that such measures are proven to reduce deaths and serious injuries among young drivers.
The agency stated: "The benefits of a strong GDL system are well documented, with numerous international studies showing the associated reduction in deaths and serious injuries for this vulnerable group."
Criticism of Current Proposals
In a memo to Scottish ministers, Transport Scotland criticised current UK-wide proposals as too weak. The Scottish Government is pressing Westminster for the powers to implement GDL, which it says is "proven internationally and we support its introduction to help save lives and cut serious injuries."
A spokesman said: "While UK ministers published their Road Safety Strategy in January 2026, they have held a public consultation on the potential of implementing a minimum learning period. However, its plans do not go far enough as it does not commit to wider post-test measures to safeguard young and novice drivers."
Political Reactions
Scottish Labour Transport spokesperson Daniel Johnson commented: "It is not clear how these proposals would work in practice and Stephen Flynn must confirm whether this is the SNP's position. The UK government's proposals for a minimum learning period are standard practice in places all over the world. It is crucial that we have a fair and balanced system that improves road safety and supports new drivers."
The Scottish Government continues to advocate for additional powers to enhance young driver safety, including national behaviour change campaigns focused on young drivers.
