West Midlands Transport Funding Overhaul Aims to Maximize Community Benefits

A significant transformation in the funding approach for major transport projects across the West Midlands has been announced, with officials confident it will yield the greatest benefits for local communities. The West Midlands Combined Authority Board recently examined the findings of the Rosewell Review, an initiative established to optimize the use of £2.4 billion in devolved transport funding.

Review of Over 160 Projects

Conducted by economist Bridget Rosewell, the review has meticulously assessed more than 160 transport projects to evaluate their developmental stages and determine the most effective timing and methods for allocating funds. According to a report presented to the board, the emphasis will be on directing resources to areas where they can achieve the maximum impact.

The review has produced 25 recommendations aimed at improving systems and processes. These suggestions are currently being integrated into a comprehensive action plan slated for implementation in the coming months. During a meeting earlier this year, Chief Executive Ed Cox revealed that 78 of the projects reviewed remain in the conceptual phase.

Focus on Strategic Investment

Sandeep Shingadia, Executive Director of Transport, highlighted the review's focus on unlocking investment that supports growth, job creation, housing development, and enhanced transport connectivity for all residents. He explained that for local authorities, this means clearer priorities, stronger governance, and assurance that funding decisions align with local needs.

For communities, the overhaul promises tangible improvements, including safer roads, reliable public transport, and infrastructure that fosters economic growth and social inclusion. Crucially, the review introduces a transparent prioritization process for the £2.4 billion Transport for City Regions Funding, covering the period from 2027 to 2032.

New Funding Approach

This new process ensures that funding is concentrated on projects delivering the most significant benefits for communities and the regional economy. By employing this methodology, the review has categorized all 161 projects in the current regional pipeline based on their benefits, readiness, and anticipated delivery timelines.

Some projects are prepared to advance in the current funding period, while others, though important, require further development before funding can be secured. Additionally, there are longer-term proposals earmarked for future funding rounds. This strategic approach aims to establish a robust transport investment pipeline for the West Midlands over the next 10 to 15 years.

This represents a fundamental shift from previous practices, as funding will not be allocated upfront, nor will amounts be committed to projects without a thorough business case and cost analysis. A key recommendation stipulates that funding should only be committed at later stages once projects have passed all necessary checks, enhancing flexibility, reducing risks, and ensuring resources are used where they will have the most impact.
