Drivers caught speeding at just 28mph in a 20mph zone could face losing their licence, following a recent court case in London. A 59-year-old woman from Oxfordshire was convicted at South East London Magistrates' Court after being detected driving at 28mph in a 20mph area in Westminster.
Details of the Case
The woman was caught by a Truvelo Lasercam4 speed camera, which recorded her exceeding the limit by 8mph. As a result, she was disqualified from driving for three months. Additionally, she received a fine of £40, a victim surcharge of £32, and £60 in costs. Three penalty points were also added to her driving licence.
The court took into account her guilty plea and decided that a further six-month driving ban would not be appropriate. This case highlights the strict enforcement of lower speed limits in the capital.
Background on Speed Limit Changes
Reducing speed limits from 30mph to 20mph has been a key transport policy of London Mayor Sir Sadiq Khan, aimed at reducing road casualties. Transport for London reports that more than half of the capital's roads now have a 20mph limit. According to TfL, a person is five times more likely to be killed if hit by a vehicle travelling at 30mph compared to 20mph.
TomTom traffic expert Andy Marchant commented: "Low average speeds in London are often interpreted as extreme congestion, but that misses the full picture. Average speeds are heavily shaped by static factors such as widespread 20mph limits, street design that doesn't match today's needs, and consistently high traffic volumes, which means journeys can be slow even when roads are flowing."
A spokesperson for the Mayor of London defended the policy, stating: "Comprehensive TfL data suggests that journey times on the TfL road network actually remain at similar levels to those in 2019, while analysis from around the UK suggests that lower speed limits have not increased congestion." The spokesperson added: "Studies have shown 20mph limits and zones may improve traffic flow and cut traffic jams."
This case serves as a warning that even minor speeding in 20mph zones can lead to serious consequences, including licence suspension.
