Households will be able to apply for special cost-of-living payments when Andy Burnham becomes Prime Minister next week. A new emergency fund, the Crisis and Resilience Fund (CRF), has been launched to pay out money to households in urgent need of support, including those struggling to pay for essentials like food, gas, and electricity.
Who Can Apply and How?
Anyone can apply for these payments, and you do not need to be claiming benefits. People must submit claims to their local councils. While anyone can apply, those most urgently needing support—such as parents with young children—will be prioritised. However, requests are judged on their merit, so it is worth checking if you have money worries.
Payments will come from the CRF, which has replaced the former Household Support Fund (HSF). Under the HSF, Birmingham City Council handed out £200 grants. The Birmingham Voluntary Service Council (BVSC), which handles requests on behalf of the city council, confirmed the transition in an update: "The Household Support Fund has now transitioned into the Crisis Resilience Fund. The enquiry and application process will remain the same as HSF."

The BVSC added: "Please be aware that if you are not currently in receipt of any support services including Universal Credit – you may still be eligible for the Crisis Resilience Fund." Those who submitted a successful enquiry since the current scheme opened from May 1, 2026, have been added to a waiting list.
