HMRC and DWP Target Older Retirees for Winter Fuel Payment Repayments

Approximately one million pensioners across the United Kingdom are being instructed by HM Revenue and Customs (HMRC) to repay their Winter Fuel Payment, following a significant policy shift under the Labour government. The Department for Work and Pensions (DWP) has reinstated the £300 payments for millions of state pensioners, but with stringent new means-testing rules that will claw back funds from higher-income retirees.

Means-Testing Threshold and Repayment Details

While most eligible retirees automatically receive the Winter Fuel Payment, HMRC will now reclaim the benefit if an individual's annual income from employment, private pensions, or savings interest exceeds £35,000. According to DWP estimates, around 1.3 million pensioners who received the payment last year will be required to return it. HMRC is currently sending letters to affected pensioners, notifying them that their tax codes will be adjusted to facilitate the repayment.

The repayment amounts vary based on the recipient's date of birth. Pensioners born between September 22, 1945, and September 21, 1959, must repay £200, while those born before September 22, 1945, face a £300 repayment. For the 2026/27 tax year, tax codes will be updated accordingly; for example, a £200 repayment translates to roughly £17 deducted monthly from income.

Repayment Methods and Government Justification

Individuals who file self-assessment tax returns will repay through that system. Those submitting paper returns must include the payment on their 2025 to 2026 tax return, due by October 31, 2026. Chancellor of the Exchequer Rachel Reeves defended the policy, stating, "Targeting Winter Fuel Payments was a tough decision, but the right decision because of the inheritance we had been left by the previous government."

She emphasized the importance of means-testing to ensure fairness, adding, "It is also right that we continue to means-test this payment so that it is targeted and fair, rather than restoring eligibility to everyone including the wealthiest. But we have now acted to expand the eligibility of the Winter Fuel Payment so no pensioner on a lower income will miss out." This expansion is expected to result in over three-quarters of pensioners in England and Wales receiving the payment this winter.
