HMRC Confirms Two Million Pensioners Face £17 Monthly Tax Increase

A new message from HMRC has been issued, confirming that approximately two million state pensioners will need to repay Winter Fuel Payments they received from the Department for Work and Pensions. The tax authority is writing to individuals who owe hundreds of pounds due to strict eligibility criteria tied to income levels.

Income Threshold Triggers Repayment

The repayment requirement stems from a £35,000 income threshold reinstated by the DWP under the Labour Party government. While nine million retirees will receive the Winter Fuel Payment benefit, those with incomes exceeding £35,000 will have the payment clawed back through tax adjustments.

For most affected pensioners, the recovery will occur automatically through changes to their PAYE tax codes starting this month (April 2026), with no need to contact HMRC directly. A typical £200 Winter Fuel Payment will result in approximately £17 per month in additional tax during the 2026 to 2027 tax year for PAYE customers above the income threshold.

Tax Return Procedures Explained

For self-assessment taxpayers who file online, the payment should be pre-populated in their 2025 to 2026 tax returns, which are due by January 31, 2027. Customers are advised to check their returns and add the amount manually if it doesn't appear automatically.

Paper filers will need to include the repayment on their tax returns due by October 31, 2026. HMRC has emphasized that it will never contact people via text or email to request Winter Fuel Payment repayments or bank details, warning against potential scams.

Official Statements on the Policy

Myrtle Lloyd, HMRC's Chief Customer Officer, stated: "Criminals are great pretenders and often use fake letters, emails, calls and texts to impersonate HMRC and trick people into giving them money. I'd encourage anyone who's unsure to use our online tool at GOV.UK to check whether and how their payment will be recovered – there's no need to call us."

Chancellor of the Exchequer Rachel Reeves commented: "Targeting Winter Fuel Payments was a tough decision, but the right decision because of the inheritance we had been left by the previous government. It is also right that we continue to means-test this payment so that it is targeted and fair, rather than restoring eligibility to everyone including the wealthiest."

The Chancellor added: "But we have now acted to expand the eligibility of the Winter Fuel Payment so no pensioner on a lower income will miss out. This will mean over three quarters of pensioners receiving the payment in England and Wales later this winter."
