Birmingham sex offender admits register breach after HMO move

Bilal Muhammed-Rahmatullah, 61, has admitted breaching the Sex Offenders' Register after moving to a house in multiple occupation (HMO) without informing police within the required three-day period. He entered the guilty plea at Birmingham Magistrates' Court to a charge of failing to comply with a notification requirement.

The court heard that Muhammed-Rahmatullah had relocated to an HMO in Grasmere Road but remained officially registered at his previous address in Dunsink Road. His failure to update his details came to light during a court appearance on 25 October 2026, as reported by BirminghamLive.

Previous convictions and court details

Muhammed-Rahmatullah has a history of similar offences. Over the past ten years, he has been convicted four times for failing to comply with notification requirements. In total, he has 22 previous convictions covering 32 offences.

The defendant attributed his latest breach to alcohol and drugs, which he stated he had been drawn back into while living at the HMO. His solicitor explained that problems with shared housing had forced repeated changes of address, telling the court: "The defendant has had significant issues with HMO accommodation which has resulted in a number of address changes. This has caused chaos."

Case adjourned for pre-sentence report

Following submissions from his legal representative, who urged against a custodial sentence, the case was adjourned to allow for the preparation of a pre-sentence report. The solicitor noted that Muhammed-Rahmatullah had now secured stable accommodation, which he argued reduced the risk of further breaches.

The court will reconvene to consider the report before passing sentence. No date for the next hearing has been disclosed in the initial report.
