West Mercia Police have launched a groundbreaking initiative called 'Jog On' in Worcestershire, deploying female officers undercover as joggers to identify and apprehend individuals who harass women while running or walking. The scheme aims to tackle misogynistic behaviour and make public spaces safer for women.
Undercover Operations and Results
Plainclothes female officers run in key locations across the county, and if they experience harassment, nearby support teams are immediately dispatched. To date, six operations have been conducted, with harassing behaviour identified on three occasions. The initiative is set to expand to other areas under West Mercia Police jurisdiction in the coming months.
Legal Framework and Penalties
An amendment to the Public Order Act in April made it an aggravating offence to cause harassment, alarm, or distress based on a person's sex or presumed sex. This crime now carries a maximum penalty of two years in prison, providing a stronger legal basis for prosecuting such behaviour.
Evidence of Widespread Harassment
A study by the University of Worcester found that 68% of female runners reported experiencing some form of harassing behaviour while exercising outdoors. This statistic underscores the need for targeted interventions like the Jog On scheme.

Insp Liz Warner stated: “Misogynistic remarks and predatory behaviours are not acceptable. For too long women have changed their behaviours to feel safe, but perpetrators are the ones who need to change their behaviours. We are sending a clear message to ensure that this is called out and enforcement action is taken.”
Police and Crime Commissioner John Campion added: “Women and girls too often feel unsafe in public spaces because of the actions of men, and that is simply unacceptable. That’s why I support the strengthening of the law, and the local action through the Jog On campaign to identify and bring perpetrators to justice, alongside educating the public on the role they can play as active bystanders. Together, we can eradicate the harmful behaviours that harm our society.”
