Major Student Accommodation Scheme Proposed for Bristol City Centre
Property developer and student accommodation specialist Downing has formally submitted ambitious plans to transform the NCP multi-storey car park on Nelson Street in Bristol into a significant new development. The proposals, now before Bristol City Council, represent a substantial city centre regeneration project that would replace the existing car park structure with a modern, sustainable student housing complex.
Comprehensive Development Details
The scheme centres around constructing a 12-storey Purpose-Built Student Accommodation (PBSA) block containing 331 bedrooms. These will be arranged across a thoughtful mix of studio apartments, cluster flats, and fully accessible rooms designed to meet diverse student needs. The ground floor commercial units will also undergo comprehensive redevelopment as part of the project.
According to Downing, the development will feature "active" ground-floor uses alongside significant public realm improvements. The strategic location between Lewins Mead, St James Barton, and the Old City places it within a five-minute walk of Bristol Bus Station and approximately twenty minutes from Temple Meads railway station.
Sustainable Transport Focus
A defining characteristic of the proposed development is its commitment to sustainable transportation. Downing has designed the scheme as car-free, actively encouraging walking, cycling, and public transport use among future residents. This approach aligns with broader urban planning objectives to reduce congestion and improve air quality in the city centre.
Developer's Vision and Design Principles
Martin Fenlon, associate projects director at Downing, emphasised the transformative potential of the project. "Our proposals represent an exciting opportunity to transform an underused site into a high-quality, sustainable development that supports Bristol City Council’s ambitions for the Broadmead area," he stated.
Fenlon further explained: "We’ve worked hard to design a scheme that enhances the local townscape, improves connectivity, and delivers much-needed student accommodation while fostering wellbeing and biodiversity. We look forward to continuing to work with the Council and the community as the plans progress."
The design has been "carefully considered" to respect the area’s existing character, topography, and key viewpoints within Bristol’s distinctive skyline. Downing asserts this approach ensures "no harm to the city’s visual heritage."

Inclusive and accessible external spaces form a cornerstone of the proposals, with the scheme targeting a BREEAM Excellent rating – a recognised benchmark for best practice in sustainable building design. This environmental commitment extends throughout the development's planning and intended operation.
