DWP Confirms Universal Credit Advance Payments Queries

The Department for Work and Pensions (DWP) has issued an update regarding advance payments for Universal Credit claimants. While the DWP confirms that people on Universal Credit can access these advances, Green Party MP Sian Berry has raised concerns about the rules.

Green Party MP Queries Advance Payment Rules

Ms Berry, who represents Brighton Pavilion, addressed the House of Commons, asking the Secretary of State for Work and Pensions what steps are being taken to ensure that staff processing Universal Credit advances consider arrears owed to claimants by the department.

Sir Stephen Timms, a Labour Party MP, responded on behalf of the DWP. He stated: 'The Department recognises the importance of ensuring that Universal Credit support is delivered fairly and takes account of individual claimant circumstances.'

Guidance for Staff on Advances

Sir Timms explained that staff processing Universal Credit advances are expected to follow established guidance and consider all relevant information on a claimant's record when determining eligibility and affordability. This includes ensuring that any known issues affecting a claimant's financial position are taken into account.

'Where arrears are owed to a claimant, DWP is committed to resolving these as quickly as possible. Guidance for staff emphasises the need to take a holistic view of a claimant's situation, including any outstanding payments, when considering advances and recovery arrangements,' he added.

Ongoing Improvements and Reviews

Sir Timms confirmed that the DWP continues to keep its processes and guidance under review to ensure they remain fair, proportionate, and responsive to claimants' needs. This includes ongoing staff training and operational improvements to support consistent decision-making.

He also noted that if a claimant believes relevant information has not been taken into account, they can raise this through their Universal Credit account or request a review so that their individual circumstances can be fully considered.

What Is a Universal Credit Advance?

A Universal Credit advance payment is an interest-free loan from the DWP designed to help cover living costs while claimants wait for their first payment or following a change in circumstances. Claimants can borrow up to their estimated first Universal Credit payment and repay it through automatic monthly deductions.
