Hundreds of thousands of people receiving Employment Support Allowance will receive home visits as part of a major benefits shake-up under the Labour government.
What the managed migration process involves
The Department for Work and Pensions is continuing its managed migration process, moving over 220,000 vulnerable people from Employment Support Allowance to Universal Credit. Labour's Minister for Social Security and Disability, Sir Stephen Timms, confirmed the scale of the transition.
He stated: "Over 220,000 vulnerable people have now got the specialist support they need to move to Universal Credit – proof that we're delivering a social security system that has respect at its heart."
Enhanced support for vulnerable claimants
The DWP has established what it calls an Enhanced Support Journey for those making the transition. This specialised assistance includes dedicated team support and, significantly, home visits for those who need them.
"We're making sure no one gets left behind," Sir Stephen emphasised. "We're offering real help throughout the process via our helpline, online guidance, and Citizens Advice support."
The minister issued a crucial warning to those affected: "If you get that letter asking you to move to Universal Credit, don't ignore it – it's crucial to respond, so you can keep getting the support you're entitled to."
Financial protections during transition
Labour has committed to providing transitional financial protection for those moved onto Universal Credit through the managed migration process. This means eligible households receiving a lower calculated award under Universal Credit compared to their previous benefits will see no reduction in their entitlement at the point of transfer.
However, this protection does not apply to those who migrate voluntarily or through natural circumstances. The protection also requires that there's no change in the claimant's circumstances during the migration process.
Additional safeguards exist for specific groups. Government guidance confirms: "The Government has also provided additional protection for those who had a change in circumstance and have been receiving Severe Disability Premium."
Self-employed claimants also receive support through a 12-month start-up grace period before the Minimum Income Floor applies, giving them time to establish their business.
